Update dated 1 November 2026: GSTN has revised the process for voluntary cancellation of GST registration in FORM GST REG-16 (Advisory No. 683). Under Rule 20 of the CGST Rules, as substituted by Notification No. 05/2026-Central Tax, the portal now checks pending returns itself and, in eligible cases, cancels the registration electronically without an officer.
🗣️ Saral bhasha mein samjhein
- GST band karwane (REG-16) se pehle cancellation date tak ke saare due returns bharne honge, tabhi application jayegi.
- GSTR-1/IFF bhara hai toh us mahine ka GSTR-3B bhi zaroori hai.
- Har mahine ka tax ₹2.5 lakh tak hai toh registration automatic cancel ho jayega.
- ₹2.5 lakh se zyada hai toh GSTR-10 sirf 3 din mein bharna hoga, warna case officer ke paas jayega.

The Revised Process, Step by Step
- Validation of due returns: the system checks that every return due on or before the effective date of cancellation has been filed. Only then can REG-16 be submitted. Where GSTR-1 or IFF has been filed for a tax period, the GSTR-3B for that period must also be filed.
- Pending for Returns Filing: if some returns up to the effective date are not yet due, the application waits in this stage. They must be filed by their due dates.
- Non-filing: if those returns are not filed in time, the application goes to the jurisdictional officer.
- If returns are filed in time:
- Composition taxpayers, NRTPs, OIDAR suppliers and ISDs: cancelled electronically, without an officer.
- Regular, casual and SEZ taxpayers: the system checks the output tax liability (OTL) for each tax period.
- OTL of ₹2.5 lakh or less in every period: cancelled electronically.
- OTL above ₹2.5 lakh in any period: GSTR-10 must be filed within 3 days from the due date of the returns in the pending stage (or from submission, if there was no pending stage). If filed in time, the registration is cancelled electronically. If not, the application goes to the officer.
- Cancellation by the officer: where the officer cancels the registration, GSTR-10 is due under the existing rule, within 90 days of the effective date of cancellation.
What to Do Before Applying
- Reconcile and file all GSTR-1 and GSTR-3B returns up to the intended closure date first. The portal will not accept REG-16 otherwise.
- If any month's tax exceeds ₹2.5 lakh, keep the GSTR-10 (final return) data ready in advance, since the 3-day window is very short.
- Reverse ITC on stock and capital goods held on the date of cancellation as required by Section 29(5).
